Estonian Sleep Medicine Association supports resolution „Stop the Clock-Change“ in European Union

Estonian Sleep Medicine Association is glad to acknowledge and support  the initiative  of European Parliament motion for resolution to wind up the debate on the statement by the Commission in regards the summer-time arrangements (2018/xxxx(RSP)).

This motion for resolution, which has been put on the agenda by Karima Delli (as the chair of TRAN), on behalf of the Committee on Transport and Tourism (TRAN), has gathered extensive support from MEP’s across the political spectrum and most Member State, stretching from Finland to Greece (ie. H.Reul, I. Tarand, P.Väyrynen, T.Kelam, T. Mann, J.Nagy, J.Szajer, D.Škrlec, F.Federley, I.Šoltes, M. Grapini, S.Kelly, B.Rope, G.Epitideios, J.-L.Schaffhauser, A. Dhambazki, L. Michel).

Directive 2000/84/EC of the European Parliament and of the Council of 19 January 2001 on summer-time arrangements put in place a harmonised timetable in the EU for the beginning and end of summer time, thus ensuring the well-functioning of the EU internal market.

These measures have throughout the years failed to prove any positive effects of this bi-annual clock change. On the contrary, studies have revealed its harmful impact on human health, agriculture and road traffic safety. On top of that, the concern of EU citizens in regards this topic has increased over years. 

The 2017 Nobel Prize for Medicine was given to scientists Jeffrey C. Hall, Michael Rosbash and Michael W. Young for discovery of  drosophila’s gene which is responsible for circadian rhythm.  By this gene PER protein is beign composed during sleep. At daytime PER protein  decomposes.  The concentration of PER protein  fluctuates in almost  24hour rhythm. Changes in the concentration happen due to insertion of the PER protein into cellular nucleus where PER protein supresses  the activity  of  gene responsible for production of PER protein. During next night the gene becomes active again and composes sufficient amount of PER protein. Deliberate changes in genetically set circadian rhythm for daylight savings  brings us  to excessively early wake up times, putting up with mentally and physically demanding tasks at physiologically unsuitable times. This causes lack of sleep and results in decline of life quality, deterioration of mental  and physical well being,  leading to lack of concentration causative of traffic and work related accidents.

With this initiative, it is important to retain the measures of the directive 2000/84/EC, which harmonise the time in all Member States, to insure, among others, the proper functioning of the transport and services sectors.

With this statement, we support the decision of the European Parliament to call upon the European Commission to propose an amendment to the directive 2000/84/EC to abolish the bi-annual clock change.

We hereby call on Members of the European Parliament to support this very important initiative, thereby ensuring peaceful sleep for EU citizens, which is their right guaranteed by the Treaties.
